traffic vest that mimics a black bullet proof vest?

Hi. I'm honestly surprised it hasn't already been created to my knowledge, but I would love to see a mod where the traffic vest is colored black and decorated with radio, badge, pens, and whatnot to look like a bullet-proof kevlar vest. I would love to see "Sheriff" and/or "Police" on the back. I understand that this also means that you'd be creating a whole new uniform texture. With that being said, I personally prefer the black, dark grey, dirt brown, or Forest green that a lot of U.S. Sheriff's deputies wear. I'd make it myself, but don't know how
