If you download a custom skin, will other people in game be able to see it?

I'm quite confused on this, as I had seen somebody in game using a custom skin before. At the time I didn't have anything downloaded. I'm kinda confused on this?

Mods are unsupported making them client side, so no you can’t see other people’s mods, the only thing you can see is their light(ing) setups. Not sure why you would have seen it unless you used someone’s asset file that had the mod installed
