July's update is still in the unstable release which means you need to have unstable activated. To activate follow these steps:
- Load up steam and head to your library
- Right click on Flashing Lights and then select "Properties"
- Head to the Beta tab and in the drop down select "unstable_test_branch" (no password needed)
- This will then download the new update for you

Cozzar's post in how to install mods was marked as the answer
- You need Unity Asset Bundle Extractor (UABE) which can be downloaded at https://www.flmods.com/files/file/194-unity-assets-bundle-extractor/
- And whatever mod you want to download.
To help with actually installing them you can refer to this links, select which kind of mod you want to install and it will send you to youtube for a video guide.

There's also a step by step written guide located at

Cozzar's post in Downloaded Mods! was marked as the answer
It’s a .rar file, you need either 7zip (https://www.7-zip.org/download.html) or winrar (https://www.win-rar.com/download.html?&L=0) , once you open it with one of them file openers then you’ll get the texture files, this is done so it’s one single download and not downloading them all individually.
